He finished his BS in Agriculture at Central Luzon State University (CLSU) in 1973,  MS in Plant Breeding at Punjab Agricultural University, India in 1981 and PhD in Plant Breeding at the University of the Philippines at Los Baños, Philippines in 1994.  He retired as Professor VI from Central Luzon State University.

Before his retirement in June 2016, he was the Director of Research Office in CLSU from 2004-2016,  the first Director of Fruit and Vegetable Seed Center at CLSU (2003-2007), Director of Seed Research and Development Center (1998-2003) and project leader to several projects on development and /or improvement of high quality rice scented/aromatic varieties, development of production technologies for bulb onion and clean seed population system for onion and shallots, and was also involved in the development of seed production systems for other crops like sesame and soybeans.

He had several technical publications in refereed and non-refereed journals and had mentored several graduate students in plant breeding. Currently, he is still tapped by CLSU to teach plant breeding subjects.

He is a member to several professional societies such as Philippine Society for Agriculturist, Philippine Association of Research Manager, Philippine Association for the Advancement of Science (PHILAS),  Rice Genetics Cooperative, among others.
